The terminator is soldered across CANH and CANL.There's a jumper but it just shorts CANH and CANL. One would assume that the jumper would be in series with the terminator and not in parallel with it.I'm not sure of any case in which you'd want to short CANH and CANL.If you don't want the terminator you need to desolder it.
